With the advent of the internet, we have access to more information, and it serves as a vehicle to fuel many more innovations and developments in various fields, including the economy, finance, education, and peace. Despite this, the internet has several drawbacks, such as the growth of cybercrime, prejudice, and false information. That is when internet governance comes into action as a safety net, monitoring and enacting policies to prevent cybercrime.
I want to provide youth voices and a platform for discussing digital rights, literacy, and technology-driven policies in Cambodia. I aim to use my skills and experience in content creation and social media management to promote the forum and attract more participants. As an organizer, the forum also serves as a springboard for further study and broadens my network by working with diverse individuals. I want to push myself and contribute to the advancement of the country.
I’d like to continue contributing to the forum’s promotion, sharing my knowledge, and hosting workshops, debates, and an open discussion session to create awareness on internet governance and importance.

My interest in Internet governance is closely connected to my work in artificial intelligence and emerging digital technologies. As an AI researcher and lecturer, I believe innovation should not advance in isolation; it must be guided by responsible governance, ethical principles, and inclusive participation. As AI increasingly shapes education, public services, the economy, and everyday life, I am particularly interested in advancing AI for Good, ensuring that technology creates meaningful, equitable, and sustainable benefits for society.
To me, Internet governance is about shaping a digital future where innovation and responsibility progress together. I hope to see more Cambodian youth become active contributors to this future—not only as technology users, but as informed voices in policy and decision-making. I also hope to see them engage in regional and global dialogues, bringing Cambodian perspectives to the international stage and contributing to a safer, more inclusive, and better Internet for all.

The Internet has created opportunities for communication, education, employment and development, but it has also brought growing risks such as misinformation, online scams, deceptive recruitment and digital exploitation. For me, Internet governance is not only about technology and policy, but also about people, protection and prevention.
In my work as a protection and humanitarian professional with the International Organization for Migration (IOM), I have seen how online scams and deceptive recruitment can lead to human trafficking and exploitation. This has strengthened my interest in digital literacy, online safety and the role of Internet governance in preventing harm.
Through Cambodia YIGF, I want to create spaces where young people can discuss digital rights, cybersecurity, AI, online safety and emerging technology policies. As an Advisory Committee member, I hope to connect my experience in Internet governance and protection to empower Cambodian youth to stay informed, recognise online risks and meaningfully contribute to shaping Cambodia’s digital future.

Head of Program, the Cooperation Committee for Cambodia (CCC)
She is a membership-based organization with nearly 200 local and international NGOs that works in inclusive partnership for good governance, enabling environment, and sustainability of civil society organizations in Cambodia. CCC has signed official MoU with 16 provincial NGO networks (with 450 provincial NGO members) who operate at the sub-national level. She has worked for the civil society sector for 20 years in capacity development, and advocacy policy related to democratic space.
Her main roles are to coordinate and advocate for better legal framework compliance and policy reforms at the national level. Bringing the common voices from civil society to policy engagement and discussion is also her expertise. The policy engagement and multi-stakeholder platforms at the national such as Partnership Dialogue between CSO and the Government, Joint working group between CSO and General Department of Taxation, Joint working group between CSO and Ministry of Interior on LANGO, etc.

With 20 years of experience in telecommunications and cybersecurity, alongside leading the KHNOG (Cambodia Network Operators’ Group) community for local telecom operators, I’ve seen firsthand how the digital landscape in Cambodia has evolved.
As we look toward the future of our digital society, Internet Governance has become a critical focal point. We must recognize that the internet is no longer just about connectivity and content. it requires robust “internet hygiene,” particularly to safeguard our children and youth.
Internet Governance provides the ultimate platform to elevate voices from every stakeholder across the internet ecosystem. My goal at YIGF is to share my experience with the next generation, helping bridge technical expertise with policy awareness, and empowering young Cambodians to build a safer, resilient, and inclusive digital future.

With more than 20 years in ICT field for the government, he has participated in many projects and developed himself from ICT technical person to project manager and policy maker.
He has been nominated to be member of Government Advisory Committee (GAC) for the Internet Corporation for Assigned Names and Numbers (ICANN) in 2015, represents Ministry of Post and Telecommunications.
During 2020-2021, he worked extensively on formulating the Digital Government Policy and Draft Digital Development Policy for accelerating the digital transformation in the government. In 2022, he has worked on the national data governance baseline and open data report with inputs from multi stakeholders in cooperation with development partners.

Try has been actively participating in Internet Governance Forum events since 2019. His experiences with the Berlin forum in 2019, the Ethiopia forum in 2022 and the Stockholm forum in 2023 have provided him valuable insights into global internet governance and Cambodia’s internet landscape. Now, Try is spearheading Cambodia’s Youth Internet Forum in 2023, with the primary objective of empowering young Cambodians to shape the country’s internet development.
Try is dedicated to fostering meaningful dialogues and creating opportunities for youth empowerment by engaging with stakeholders. His work as a committee member in the Advisory Committee for the Cambodia Youth Internet Governance Forum (YIGF) 2023 focuses on insuring the agenda’s proper shaping, inclusion of relevant topics, and overall success of the YIGF. This commitment reflects his enthusiasm to engage young Cambodians and provide them with a platform for active participation in internet governance discussions. In addition, Try is promoting a new program aimed at enhancing digital connectivity at the provincial level.
For last 12 years, Try has promoted and strengthened the Open Data community to improve transparency and accountability in Cambodia and the wider Mekong region, primarily through ODC’s online platform.

Martin Penh Sunmey is a junior from Paragon International University majoring in Economics. She is always passionate about youth development and engaging in initiatives that create positive impact on society, especially empowering youth in Cambodia. She previously served as an Organizing Committee member for the National Youth Forum on Youth and Decent Work, organized by YRDP and Oxfam Cambodia, and volunteered with ADIC, working with indigenous communities.
To her, internet governance is about how different groups of people, including governments, private sectors, civil society (NGOs, youth organizations, and so on), and internet users, work together to ensure that the internet is accessible and inclusive. She believes that it’s important to understand about digital rights, digital literacy, data privacy, cybersecurity, and responsible use of social media platforms and AI in a country where digital transformation has happened very quickly, like in Cambodia.
The reason why she wants to become a Cambodia YIGF organizing committee member is because she has always wanted to contribute to meaningful opportunities that engage with youth by bringing them together to discuss and exchange ideas on digital issues that affect our society. As a member of the Cambodia YIGF Organizing Committee, she hopes to contribute actively to the organization of YIGF 2026 while also expanding her knowledge of internet governance. She also hopes to support youth engagement activities and collaborates well with other OCs across different teams.

Senghor graduated with a bachelor’s degree in international relations from the Institute for International Studies and Public Policy, Royal University of Phnom Penh.
Throughout his academic journey, he came to a realization that the rapid growth of the internet and digital technologies also contributed to unprecedented consequences for human of all generations especially young adults who will be carving the future. He understands that without proper law and regulatory frameworks, this invention will just do more harm than good in the long-run. The awareness surrounding internet governance must be inclusive and accessible for everybody no matter where and what they are. Nevertheless, if monitored closely, a digitalized system will still remain as a key component in continuing advancing human civilization and leading us toward an optimistic future like never before.
Becoming Cam YIGF Organizing Committee will allow him to utilize his previous knowledge and discipline regarding internet governance to amplify the awareness surrounding online safety and shaping a sustainable future for all.
He hopes to continue his learning journey with Cam YIGF in the next years to come because the room for improvement will always be there. A safe and secure society will serve as an efficient breeding ground for innovative ideas that will later shape a powerful system for later generations and that’s what he hopes to accomplish within Cam YIGF.

Kong Dariya is a third-year Telecommunications and Network Engineering student at the Cambodia Academy of Digital Technology (CADT) and currently serves as an ITU Generation Connect Youth Envoy (2026–2030). She has a strong interest in Internet Governance, particularly in digital inclusion, cybersecurity, digital rights, and meaningful youth participation in shaping digital policies.
As a CamYIGF 2026 member, she hopes to serve on the Organizing Committee by contributing her experience in youth engagement and event organization while encouraging more young Cambodians to understand and participate in Internet Governance discussions.

Promnea understands Internet governance as the policies and standards that govern how the Internet is developed and used. Everyone should have the opportunity and responsibility to participate in these processes rather than leaving decisions solely to particular interest groups.
Driven by his passion for digital rights and his commitment to building a rights-orientated digital future reflected in his current work with Open Development Cambodia, Promnea chose to join YIGF Cambodia this year particularly in the Program Committee. As part of the forum, he is committed to join other youth in designing and implementing initiatives for Cambodian youth to freely voice their concerns, share perspectives, and be empowered to participate in decision-making processes related to the Internet that affect their daily lives.

Bunleap Tuo is a technology student and impact-driven leader currently pursuing a degree in Information and Communication Technology (ICT) at the American University of Phnom Penh. His interests include cloud computing, distributed systems, data privacy, Internet governance, and the intersection of technology and society.
Beyond engineering, Bunleap works at the intersection of technology, policy, and civic engagement. He serves as a Program Officer at the ASEAN Youth Organization (AYO) Cambodia, supporting youth-led projects and civic initiatives, and as a Learning Facilitator and Curriculum Developer for STEM Racing Cambodia (F1 in Schools). He is also the co-founder of Green Miracle, a youth-led climate and cultural education initiative that has collaborated with organizations including UNICEF Cambodia. Alongside his technical and civic work, Bunleap has experience in graphic design, social media strategy, and photography, helping youth organizations build their visual identity and digital presence through storytelling and creative communication.
His interest in Internet governance deepened after participating in Local APIGA Cambodia 2025, where he prepared for the ICANN Model Conference and researched the perspectives of different stakeholder groups. The experience provided valuable insight into the multistakeholder model of Internet governance and strengthened his interest in data privacy and digital governance. Looking ahead, he hopes to contribute to the development of Internet policies that protect users while enabling innovation, ensuring that emerging technologies such as AI and cloud computing support an open, secure, and inclusive digital future.
As a member of the Cambodia Youth Internet Governance Forum (Cam YIGF) Organizing Committee, Bunleap views the role as an opportunity to contribute to meaningful conversations on the future of the Internet in Cambodia. Through my involvement in youth organizations, events, marketing, and communication, I have developed skills in teamwork, creativity, leadership, and content creation.
To Sokun, Internet Governance is about the policies, principles, and decision-making processes that shape how the Internet is developed and used. It covers areas such as cybersecurity, privacy, data protection, AI, digital rights, misinformation, and digital inclusion and involves stakeholders from government, the private sector, civil society, academia, and the technical community.
He wants to join the CamYIGF Organizing Committee because it is a valuable opportunity to both learn and contribute. As a technology student, he wants to understand the Internet beyond its technical side, especially its social, policy, and governance aspects. At the same time, he hopes to use my experience in communication and content creation to make CamYIGF more engaging and accessible to Cambodian youth.

Morokoth holds a Bachelor of Honors in International Economics from IISPP, RUPP. She is highly passionate about economics research, public policy, AI, and digital inclusion; she is also one of the alumni of the Up. Skill 2.0 data analytics program in 2025.
She works as Assistant to the Project Director in the industrial sector—focusing on the industrial transformation and acceleration project, reviewing investment promotion policies, sector reporting, and data analytics for the Department of Industrial Affairs—and actively drives internet governance and youth empowerment as an Organizing Committee member for CamYIGF and APIGA, and an APrIGF 2023 Brisbane participant.
