OUTCOMES REPORT CAMBODIA Youth Internet Governance Forum 2025
The Cambodia Youth Internet Governance Forum (YIGF) 2025 was held on 7 December 2025 under the theme “From Learners to Leaders: Empowering Youth for the Digital Future.” Now in its third year, the forum was organized by Open Development Cambodia (ODC), the Youth Organizing Committee, the Advisory Committee, and the Ministry of Post and Telecommunications, bringing together 18 speakers across 6 sessions to tackle data privacy, the digital skills gap, and the role of AI in Cambodia’s digital future.
The Forum aimed to achieve the following:
- Build youth leaders’ understanding of Internet governance and the multistakeholder model of policymaking.
- Help young Cambodians develop AI literacy alongside traditional digital skills, closing the digital skills gap.
- Advocate for data rights and privacy protections as Cambodia’s digital economy grows.
- Deliver hands-on sessions with mentors from government, industry, and civil society across six thematic sessions.

YIGF Cambodia 2025 marked the forum’s third edition, closing with sincere thanks to the Ministry of Post and Telecommunications, H.E. Mr. Sun Rapid, Mr. Thy Try, and all speakers, volunteers, and partners whose support made the event possible.
