Puthineath currently works at Cambodia Academy of Digital Technology as a researcher and instructor in the field of Data Science and Natural Language Processsing(NLP). With a Master’s degree in Informatics from UGA – Grenoble INP, Puthineath participates in cutting-edge research since 2022. After completion bachelor’s degree in Computer Science in 2019, she worked as web developer and data analytics. She actively participates in Internet Governance initiatives and has been involved in prominent events such as APIGA 2017, APrIGF 2018, APNIC48, Netmission Ambassador 2020 and ICANN NextGen 74. As an advisory committee member for the first Cambodia Youth Internet Governance, Puthineath is dedicated to shaping the future of the online landscape.

Socheata Sokhachan is deeply passionate about Internet governance and its impact on society. As a participant in the Asia-Pacific Internet Governance Academy (APIGA) 2022, held in Seoul, South Korea, she had the incredible opportunity to engage with experts and fellow participants in discussions on Internet management, development, and use.

During APIGA, she delved into various topics related to Internet governance, including data protection and privacy, cybersecurity, network access and inclusiveness, the Internet of Things, human rights, and the role of technological innovation in sustainable development. she is eager to apply the knowledge and insights gained from APIGA to contribute to the betterment of her country, Cambodia.

Inspired by her experience at APIGA, she aspires to become a member of the Cam YIGF (Cambodian Youth Internet Governance Forum) organizing committee. By joining the committee, she aims to utilize her passion, skills, and knowledge to contribute to the development of an open, inclusive, and transparent Internet governance ecosystem in Cambodia.

As a member of the organizing committee, she envisions organizing an annual Cam YIGF event, bringing together young Cambodians interested in Internet governance. This platform will serve as a space for dialogue, knowledge sharing, and capacity building on Internet governance issues relevant to our country.

Additionally, she plans to collaborate with local and international organizations working in the field of Internet governance to leverage their expertise and resources. By forging partnerships, we can broaden the impact of Cam YIGF and ensure a diverse range of perspectives are represented.

One of her goals is to encourage active participation from attendees, empowering them to engage in discussions and formulate policy recommendations specific to Cambodia. These recommendations will be shared with relevant stakeholders, including government agencies, industry representatives, and civil society organizations, to influence decision-making processes.

Furthermore, she is committed to raising awareness about Internet governance among Cambodian youth and the general public. Through workshops, seminars, and awareness campaigns, she aims to highlight the importance of Internet governance, digital rights, and responsible technology use.

With these initiatives, she believes Cam YIGF can become a platform where young Cambodians shape the future of the Internet in our country, contributing to a more inclusive and sustainable digital society.

Muhammad Umair Ali is a Digital Product Manager for one of the worlds top IT Asset Management software while also being an enthusiast for Digital Governance & Policymaking. He is a Generation Connect Youth Envoy for the Asia Pacific Region with the International Telecommunication Union-United Nations and has represented the voice of youth at the Global Youth Summit in Rwanda, ICANN Annual General Meeting in Malaysia and ITU PP Meeting in Romania. Edmon Chung is a social innovator and entrepreneur. Edmon currently serves as the CEO of DotAsia Organisation, serves on the Board of ICANN, the Executive Committee of Internet Society Hong Kong (ISOC HK), the Board of Make a Difference (MaD) Institute, and heads the secretariat for the Asia Pacific Regional Internet Governance Forum (APrIGF). Edmon served also on the founding board of the Internet Governance Forum Support Association (IGFSA), continue to support its secretariat, cofounded the annual Hong Kong Kids International Film Festival (KIFF.Asia), and participates extensively on Internet governance and social innovation matters.

Edmon is an inventor of patents of internationalized domain names (IDN) and email addresses technologies, and has served on many global IDN related technical and policy groups, that made possible the introduction of multilingual domain names and email addresses on the Internet. Edmon won the Most Innovative Award in the Chinese Canadian Entrepreneurship Award in 2001. In 2000, Edmon was selected by The Globe and Mail as one of the Young Canadian Leaders. Between 2006 and 2010, Edmon served on the ICANN GNSO Council, between 2010 and 2012 on the ICANN At-Large Advisory Committee (ALAC), and between 2006 and 2011, as an elected member of the Elections Committee of the Hong Kong Special Administrative Region in the Information Technology Subsector.

Edmon has a Bachelor of Applied Science, a Master of Engineering from the University of Toronto, and a Master of Arts in Theology at the Lutheran Theological Seminary.¬

Rina Buoy

Rina received the B.S. and M.S. degrees in Petroleum Engineering and Geoscience from Universiti Teknologi PETRONAS, Malaysia, in 2012 and 2022, and the M.S. degree in IT Engineering from Royal University of Phnom Penh, Cambodia in 2022. From 2012 to 2019, he was a senior petroleum engineer and R&D team lead at Three60 Energy Asia (formerly, LEAP Energy), Kualar Lumpur, Malaysia. Since 2020, he has been a senior applied AI researcher at Techo Startup Center, Cambodia. Currently, he is a PhD candidate in intelligent informatics at Osaka Metropolitan University, Osaka, Japan. His research interests include numerical simulation, stochastic optimization, document recognition and analysis, natural language processing, and machine learning in production. He was a recipient of the Vice-Chancellor Award in 2012, and the High Achiever Award in 2022 from Universiti Teknologi PETRONAS. Before he came to Cambodia in 1990 to work at the Ministry of Agriculture, he had been working for a German international development aid organization. While such aid is directed mainly to the fields of agriculture, education, and health services, his task was different: to identify – what was called “society related services” – like students’ or women’s movements, centers of social studies, related publications, and emerging labor union activities, to support them, and also to help them to establish mutual contact. There was not yet the Internet, but the postal services allowed the setting up of one-word Telegram Addresses, so the exchange of communication by telegram was easy. Later he also discovered that socially active groups – for example in Brazil and in South Korea – had started to use e-mail – the entry stage of the Internet.
As a result of his regular travels in Asia, Africa, and Latin America, he started to receive a lot of paper mails. Among them was also information that the Cambodian Ministry of Agriculture was looking for a person to help overcome the isolation after the years of Khmer Rouge government and the effects of the Vietnam war – but after more than one year nobody applied.
So he took up this challenge. Before his arrival in Phnom Penh, a special project had already started: 200 Indian white cattle were flown in from the Philippines to be multiplied and distributed to the whole country – and he had to bring in expert staff from Australia to implement this. – Now, when you travel in the countryside, you see them everywhere.
But there was no Internet – so he created the first Internet access in Cambodia.
