Heang Sreylen graduated with a Bachelor’s Degree in Computer Science and is passionate about technology, web development, and exploring how technology can support a more inclusive digital society. She continues to improve her knowledge and skills while staying engaged with developments in the digital field.

She understands Internet Governance as the way the Internet is shaped and managed to remain open, secure, accessible, and beneficial for all. As a member of the Cam YIGF Organizing Committee, she looks forward to engaging in discussions on digital issues and gaining deeper insights through collaboration with people from different backgrounds.

Through Cam YIGF, she aims to share her skills, deepen her understanding of Internet Governance, and connect with individuals who are interested in digital development. She also hopes to exchange ideas and contribute to building a more progressive and secure digital future.

Solinda Cheab is currently pursuing a Bachelor’s degree in Computer Science and Engineering at the Faculty of Science, Royal University of Phnom Penh, with a strong interest in technology, digital innovation, and creating solutions that address real-world challenges.

She believes Internet Governance is an important process that brings together different stakeholders to build an open, secure, and accessible digital environment. It involves discussions on digital rights, online safety, digital literacy, and the responsible development of technology.

Solinda is excited to become a member of the Cam YIGF Organizing Committee because she wants to contribute her technical knowledge, teamwork skills, and passion for technology while collaborating with young people who are interested in shaping Cambodia’s digital future.

Through her participation in CamYIGF, Solinda hopes to deepen her understanding of Internet Governance, connect with diverse communities, and contribute to promoting meaningful youth engagement and digital awareness in Cambodia.

Senghor graduated with a bachelor’s degree in international relations from the Institute for International Studies and Public Policy, Royal University of Phnom Penh.

Throughout his academic journey, he came to a realization that the rapid growth of the internet and digital technologies also contributed to unprecedented consequences for human of all generations especially young adults who will be carving the future. He understands that without proper law and regulatory frameworks, this invention will just do more harm than good in the long-run. The awareness surrounding internet governance must be inclusive and accessible for everybody no matter where and what they are. Nevertheless, if monitored closely, a digitalized system will still remain as a key component in continuing advancing human civilization and leading us toward an optimistic future like never before.

Becoming Cam YIGF Organizing Committee will allow him to utilize his previous knowledge and discipline regarding internet governance to amplify the awareness surrounding online safety and shaping a sustainable future for all.

He hopes to continue his learning journey with Cam YIGF in the next years to come because the room for improvement will always be there. A safe and secure society will serve as an efficient breeding ground for innovative ideas that will later shape a powerful system for later generations and that’s what he hopes to accomplish within Cam YIGF.

Telecommunications and Network Engineering (CADT)​

Kong Dariya is a third-year Telecommunications and Network Engineering student at the Cambodia Academy of Digital Technology (CADT) and currently serves as an ITU Generation Connect Youth Envoy (2026–2030). She has a strong interest in Internet Governance, particularly in digital inclusion, cybersecurity, digital rights, and meaningful youth participation in shaping digital policies.

As a CamYIGF 2026 member, she hopes to serve on the Organizing Committee by contributing her experience in youth engagement and event organization while encouraging more young Cambodians to understand and participate in Internet Governance discussions.

Through her involvement with CamYIGF, she aims to strengthen collaboration among youth, academia, government, the private sector, and civil society, while supporting the development of future digital leaders in Cambodia.

As a graduate of IR, I understand Internet Governance as the collaborative process where governments, the private sector, civil society, academia, and the technical community work together to ensure the Internet remains open, secure, accessible, and inclusive. I am particularly interested in digital literacy, combating misinformation, online safety, and AI governance.

I want to join the CamYIGF Organizing Committee because I want to help create an inclusive platform where people of all ages can participate in discussions about Cambodia’s digital future. I believe my organizational, communication, and teamwork skills will enable me to contribute effectively to planning and delivering successful CamYIGF activities.

In the future, I hope to continue contributing to CamYIGF by promoting digital literacy, raising awareness of Internet Governance, and encouraging more people to engage in digital policy discussions and help build a safer, more inclusive digital ecosystem in Cambodia.

A graduate with a bachelor’s degree in International Relations

Promnea understands Internet governance as the policies and standards that govern how the Internet is developed and used. Everyone should have the opportunity and responsibility to participate in these processes rather than leaving decisions solely to particular interest groups.

Driven by his passion for digital rights and his commitment to building a rights-orientated digital future reflected in his current work with Open Development Cambodia, Promnea chose to join YIGF Cambodia this year particularly in the Program Committee. As part of the forum, he is committed to join other youth in designing and implementing initiatives for Cambodian youth to freely voice their concerns, share perspectives, and be empowered to participate in decision-making processes related to the Internet that affect their daily lives.

As a member of the Program Committee, Promnea will collaborate with fellow youth to continue the important mission of YIGF Cambodia while contributing to efforts to make the Internet safer, more open, inclusive, and accessible for marginalized communities in Cambodia.

Bachelor’s Degree in Creative Multimedia, Norton University

Seum Sormean is a Communication and Multimedia student at Norton University with a strong interest in photography, videography, and visual storytelling. Her work focuses on capturing authentic moments, documenting communities, and communicating meaningful stories through visual media.

With a growing background in multimedia production and content creation, she is continuously developing her skills in photography, videography, video editing, and creative storytelling. She aims to use media and creativity to tell impactful stories, connect people, and contribute positively to her community.

Communication Committee

Bechelor’s Degree in Science in Information and Communication Technology

Bunleap Tuo is a technology student and impact-driven leader currently pursuing a degree in Information and Communication Technology (ICT) at the American University of Phnom Penh. His interests include cloud computing, distributed systems, data privacy, Internet governance, and the intersection of technology and society.

Beyond engineering, Bunleap works at the intersection of technology, policy, and civic engagement. He serves as a Program Officer at the ASEAN Youth Organization (AYO) Cambodia, supporting youth-led projects and civic initiatives, and as a Learning Facilitator and Curriculum Developer for STEM Racing Cambodia (F1 in Schools). He is also the co-founder of Green Miracle, a youth-led climate and cultural education initiative that has collaborated with organizations including UNICEF Cambodia. Alongside his technical and civic work, Bunleap has experience in graphic design, social media strategy, and photography, helping youth organizations build their visual identity and digital presence through storytelling and creative communication.

His interest in Internet governance deepened after participating in Local APIGA Cambodia 2025, where he prepared for the ICANN Model Conference and researched the perspectives of different stakeholder groups. The experience provided valuable insight into the multistakeholder model of Internet governance and strengthened his interest in data privacy and digital governance. Looking ahead, he hopes to contribute to the development of Internet policies that protect users while enabling innovation, ensuring that emerging technologies such as AI and cloud computing support an open, secure, and inclusive digital future.

As a member of the Cambodia Youth Internet Governance Forum (Cam YIGF) Organizing Committee, Bunleap views the role as an opportunity to contribute to meaningful conversations on the future of the Internet in Cambodia. He hopes to support initiatives that encourage youth participation, foster dialogue among diverse stakeholders, and promote greater awareness of Internet governance issues. Through this experience, he aims to deepen his understanding of digital policy while contributing to a more open, secure, inclusive, and future-ready digital ecosystem.

My name is Nobsokun DY, a Software Development student with a strong interest in technology, digital communication, and community engagement. Through my involvement in youth organizations, events, marketing, and communication, I have developed skills in teamwork, creativity, leadership, and content creation.

To Sokun, Internet Governance is about the policies, principles, and decision-making processes that shape how the Internet is developed and used. It covers areas such as cybersecurity, privacy, data protection, AI, digital rights, misinformation, and digital inclusion and involves stakeholders from government, the private sector, civil society, academia, and the technical community.

He wants to join the CamYIGF Organizing Committee because it is a valuable opportunity to both learn and contribute. As a technology student, he wants to understand the Internet beyond its technical side, especially its social, policy, and governance aspects. At the same time, he hopes to use my experience in communication and content creation to make CamYIGF more engaging and accessible to Cambodian youth.

In the future, he hopes to continue contributing to CamYIGF and help it grow into a stronger youth community where young people can learn, discuss digital issues, and represent Cambodian youth in regional and international Internet Governance platforms.

Lita Than is an International Economics graduate from IISPP with a keen interest in research, the economy, digital space, and data analytics. She currently works in the telecom sector as a Credit Control Officer, where she analyzes monetary trends and ensures healthy cash flow for her organization.

She believes that Internet Governance is the framework of policies and collaborations that shape a secure, inclusive, and economically viable digital ecosystem. She sees the CamYIGF Organizing Committee as an opportunity to contribute to meaningful discussions on digital governance as part of youth’s voice. She wishes to advocate and build initiatives that empower youth with digital literacy, combat misinformation and disinformation, and ensure that they are well-equipped to navigate and shape a safe and inclusive digital space for all.

Hour Livhoung (fang) is a pre-graduation Data Science student at the Cambodia Academy of Digital Technology (CADT) and currently serves as a Senior Growth Analyst at TrueMoney Cambodia. She is passionate about technology, data, artificial intelligence (AI), and developing digital solutions that create meaningful social impact.

She views Internet Governance as a collaborative effort among governments, the private sector, civil society, the technical community, and youth to ensure that the Internet remains safe, open, inclusive, and trustworthy for everyone. She is particularly interested in AI Governance, data protection, and the responsible use of emerging technologies.

Livhoung aspires to serve as a member of the CamYIGF Organizing Committee because she believes young people play a vital role in shaping Cambodia’s digital future. Through her experience in website development, event organization, and cross-sector collaboration, she hopes to strengthen youth engagement and contribute to making CamYIGF an even more impactful platform.

Looking ahead, she aims to continue contributing to CamYIGF by promoting awareness of Internet Governance and AI Governance, creating opportunities for young people to learn, exchange ideas, and connect with experts and policymakers. Her long-term vision is to help build a safe, inclusive, and sustainable digital ecosystem for Cambodia.

Va Phavan graduated with a dual degree in Education (TEFL) and Media Management back in 2023. Her interests lie in social issues, youth empowerment, and public education where everyone can access quality information safely. As an organizing committee, she wishes to understand more on the digital access, internet literacy, and technology infrastructure that could fill in the gaps between stakeholders and people from different parts of the country.

He possesses skills in design and web development and thrives in collaborative team environments. He is adaptable and embraces challenging situations as they provide valuable opportunities for personal and professional growth.

He wants to learn about Internet Governance Organizations, Cybersecurity and Trust, and Internet Governance Principles. he’s interested in understanding how cybersecurity efforts enhance protection and establish trust. Additionally, how principles such as openness, accessibility, security, and interoperability shape decision-making processes and contribute to a stable Internet ecosystem.

He is very interested in Internet governance and shaping its future in Cambodia. Empowering youth and giving them a voice in internet-related policies is important to me. Joining the committee would provide opportunities for networking and collaboration with experts and stakeholders He also can contribute to the community and promote a safe and inclusive online environment.

Socheata Sokhachan is technology professional, AI and data science enthusiast, and Internet governance advocate. She holds a Bachelor of Science in Management Information Systems from Paragon International University and currently works as an LLM Enginee. Beyond her technical career, she contributes to youth-focused Internet governance initiatives, including YIGF Cambodia, APIGA, and serves as Head of Community Engagement at NetMission.Asia. Her interests include artificial intelligence, data governance, natural language processing, digital inclusion, cybersecurity, and responsible technology. She is passionate about empowering young people and promoting an inclusive, accessible, and people-centered digital future across Cambodia and the Asia-Pacific region.

Theary is pursuing a bachelor’s degree, majoring in International Relations at Institute for International Studies and Public Policy of the Royal University of Phnom Penh. She is a driven and dedicated individual who is constantly seeking new challenges and opportunities for growth in terms of social science and technology.

Then, she found the Cambodia Youth Internet Governance Forum (CamYIGF), a forum that allows young people an opportunity to engage in discussions, learning, and share perspectives or ideas related to Internet governance, particularly, aims to empower young voices and ensure their active participation in internet governance processes.

Therefore, joining the organizing committee at CamYIGF, Theary foresees that CamYIGF will offer networking opportunities and the chance to connect with like-minded individuals, and she will learn to work closely with cross-functional teams to ensure alignment and deliver impactful results.

Morokoth holds a Bachelor of Honors in International Economics from IISPP, RUPP. She is highly passionate about economics research, public policy, AI, and digital inclusion; she is also one of the alumni of the Up. Skill 2.0 data analytics program in 2025.

She works as Assistant to the Project Director in the industrial sector—focusing on the industrial transformation and acceleration project, reviewing investment promotion policies, sector reporting, and data analytics for the Department of Industrial Affairs—and actively drives internet governance and youth empowerment as an Organizing Committee member for CamYIGF and APIGA, and an APrIGF 2023 Brisbane participant.
