Mr. Sim Chansamnang is a young journalist where he is now working at Radio France Internationale (RFI Khmer). His reporting scope focuses on political issues, international affairs, social issues, education and environmental issues. His working experience also with international media outlets such as Washington Post, Global China South and VOA English.

Dr. EN Sovann

Director, Department of Digital Government Transformation, Ministry of Post and Telecommunications

Sovann is currently serving as the director of digital government transformation department of the digital government committee. He joined the Royal government of Cambodia in 2022 after spending more than 10 years studying, and working in Japan, France, UK and Canada. His previous position was a senior scientist at Nuance Communications based in Montreal, Canada. Sovann holds a Ph.D. (Univ. Rouen, France) in computer vision, and a double master’s degree in NLP (Univ. Wolverhampton, UK and Univ. Franche-Comté, France).

Yien Chyn Tan

Director, Stakeholder Engagement, APAC, ICANN

Yien Chyn is currently a Stakeholder Engagement Director at ICANN. She engages with the community in the Asia Pacific (APAC) region and facilitates their participation in ICANN’s multistakeholder Internet governance discussions.

Yien Chyn joined ICANN in May 2016. Prior to her current role, she was with ICANN’s Contractual Compliance Team.

Yien Chyn graduated with an Honours Degree in Economics from the National University of Singapore, and is CCEP-I (Certified Compliance & Ethics Professional- International) certified

Ellisha Heppner

Ellisha Heppner joined the Foundation in March 2023. She has more than 15 years of professional experience in program/project management and the design and delivery of complex projects, after working in the private sector, government and not-for profit sectors. She came to the Foundation from the NGO sector where she was responsible in driving the implementation of local, national, and international programs in related to improving education outcomes and literacy using EdTech within a variety of international locations including Asia and the Pacific.

Gyan P Tripathi is a lawyer and digital rights advocate specializing in technology policy, with a focus on encryption, AI governance, and platform regulation. He has worked extensively with Indian legislators, global think tanks, and civil society organizations to advance digital rights. Currently pursuing a Master of Public Policy at Central European University, Vienna, Gyan leverages his legal expertise and interdisciplinary training to bridge gaps between technology governance frameworks in India and Europe.

Bea S. Guevarra

Bea S. Guevarra graduated from Southville International School and Colleges with a Bachelor of Science in Information Technology. She also pursued her Master’s Degree in Information Technology at the same institution. Bea has always been dedicated to raising awareness on Internet Governance, especially among the youth. She believes that the youth should not be afraid to speak up and that their voices should be heard. Bea has been an active member and the Digital Content Lead of NetMission DotAsia since 2020. She continues to be a part of the global community and an innovator of change.

Ou Phannarith

Director of Information and Communications Technology (ICT) Security, Ministry of Post and Telecommunications (MPTC) of Cambodia

Mr. Ou Phannarith is the Director of Information and Communications Technology (ICT) Security of Ministry of Post and Telecommunications (MPTC) of Cambodia. He is the former Head of the National Cambodia Computer Emergency Response Team (CamCERT). He has been involved in the development of Cybersecurity, ICTs, and related regulations in Cambodia for the last 15 years.

Mr. OU has been the Professor at Royal University of Law and Economic (RULE) and Cambodia Academy of Digital Technology (CADT) specializing in Cybersecurity, the senior research fellow at the Center for Inclusive Digital Economy, Asian Vision Institution (AVI) and Senior advisor to Cambodia Digital Tech Association (CDTA).

To growth Cambodia cybersecurity community, Mr. OU is the chairman of Cloud Security Alliance (CSA) Cambodia Chapter, Executive Member at CyberEdBoard and KHNOG, the founder of ISAC-Cambodia (Cybersecurity), Cyber Studies Network (CSN), Cyber Youth Cambodia and cyber education (secudemy.com)

Mr. OU Phannarith is one of the well-known cybersecurity experts in Cambodia and the region. He has been invited to present in global conferences, forums, and seminars and he was awarded as TOP30 ASEAN CISO (2021) by IDG, Top APAC Technology Leader (W.Media), TOP 100 Global CISO 2020 by Forcepoint and Information Security Leadership Achievements (ISLA) 2016 by (ISC)2.) 2016 by (ISC)2.arith

Ratanaktepi is from the Ministry of Post and Telecommunications, Cambodia; working on initiating and implementing policy interventions towards achieving ICT-related policies in her country. She has recently obtained a Master degree in ICT-Techno Policy from Soongsil University, Republic of Korea. Her interest is an intersection of policy, digital and economic development. She has been working in the areas of child online protection and empowering digital citizens at a local level. She is a member of Online Safety working group of MPTC, which aims to facilitate the collaboration between stakeholders with a focus on private sector engagemen

Vathna LAY

LAY VAthna is currently a Senior Lecturer and Researcher at Cambodia Academy of Digital Technology (CADT). He has been a lecturer and researcher since 2016. Rottana holds an Engineering and Master Degree of Computer Science at Institute of Technology of Cambodia before persuing his specalize degree of Mobile Computing at Centre for Development of Advance Computing (CDAC), India. His research is not stoping there and continue to do research in the field of security and IoT in Univesity of Namur, Belgium. His research interests focus on Data and Security in different domains including education, healthcare, and e-commerce.

Ngeth Moses

Digital security consultant, Independent

Ngeth Moses is a digital security consultant. He has had experience working with Cambodian CSOs focused on advocacy, legal education, and human and labor rights and digital rights. Moses served as a media and communication coordinator and ICT project manager from 2008-2018 and later as a digital security expert 2018 – 2020. Over the last two years, he has worked on multiple digital security projects as a private consultant. Ngeth Moses is also the co-founder of “Open Cyber Talk,” a digital rights event promoting digital safety and security practices among young Cambodians. His expertise and experience in digital security spans over a decade and includes projects such as Human Rights Defenders in the Cyber-Age, combating CYBER-CENSORSHIP and promoting internet access, digital and psychosocial protection, and strengthening the digital security capacity of local CSOs.

CHEA Linna is a Cyber Security Specialist, General Department of ICT of Ministry of Post and Telecommunications. He is a cybersecurity specialist with over 8 years of experience in cyber defense and management, including protecting critical systems at Cambodia’s largest bank. Currently working with MPTC Cambodia, with expertise in threat management, risk mitigation, and secure infrastructure development.

Chanty Pisal

Director of Digital Policy Research Center, Cambodia Academy of Digital Technology (CADT)

Mr. Chanty Pisal is the Director of Digital Policy Research Center of the Cambodia Academy of Digital Technology (CADT). Prior to this, Pisal served Vice-Director of the ASEAN ICT Center, ASEAN Digital Sector Body and worked at the Ministry of Post and Telecommunications (MPTC) as international cooperation officers in charge of ASEAN, Mekong Cooperation, WTO and trade related issues. Pisal has played an active role in formulating and providing inputs to digital and innovation related policies in Cambodia as well as in ASEAN. He is a member of the core drafting team of the Digital Skill Development Roadmap in Cambodia, commissioned by the MPTC. He is also the project coordinator of the Assessing Internet Development in Cambodia – Internet Universality Indicators (IUIs). Pisal holds master’s degree in Public Policy specialized in Economic Policy and Policy Analysis from Australian National University, Australia, and master’s degree in Public International Law from University of Paris 8. He conducts research and study on digital economy, digital and internet policy, data governance, cybersecurity, ASEAN Law and integration, and public finance.

Mrs. Sivhuang currently serves as the Managing Director of Dichi Academy, the exclusive campus partner of the Silicon Valley’s technology training programs to Cambodia. She also serves as the Advisor to the Ministry of Post and Telecommunications, and President of the Erasmsus Mundus Association in Cambodia.

Mr. Taing Bunhong is the Director of Policy and Legal Affairs at the General Secretariat of the Digital Government Committee, and Vice-Chair of AI and Data Science R&D Working Group of the Ministry of Post and Telecommunications(MPTC). Before his current position, Bunhong worked as the officer at the Office of the Council of Ministers (OCM).

Bunhong earned his Bachelor degree in Law from the American University of Phnom Penh (AUPP) in 2017 and further pursued an LLM in Drafting Legislation, Regulation and Policy at School of Advanced Study, University of London in 2020 as a Chevening scholar.

Dr. KHUN Kimang

Chief Technology Officer , AI Farm Robotics Factory

Dr. KHUN Kimang is the Chief Technology Officer of AI Farm Robotics Factory. He obtains an Engineering degree and a Master of Science and Technology degree from École Polytechnique of France. Moreover, he finished his Ph.D. in Mathematics and Computer Science in Université Grenoble-Alpes of France. During his Ph.D., he published scientific articles related to AI in different journals including Mathematical Methods of Operations Research of Springer Nature.

Sonita is currently the Head of the Department of Computer Science and a Lecturer at the Faculty of Digital Engineering at CADT. She holds a Master’s degree in Data Science and Artificial Intelligence from Grenoble INP, France, which she earned with the support of a French Government Scholarship.

Omouy Heang

Ms. Omuoy has been in Digital Transformation, education, empowerment and community for 13 years, she a  advocate and pioneer for women and girl in digital technology education, and she has been actively involved in pioneering initiatives in this field. Omuoy founded ecosystem focused on digital technology transformation, innovation, education, and community engagement.

She drive technological advancements and foster innovation. Omuoy holds master’s degree in Science and Technology(Software Engineering) and have certified  ASIA leadership from Japan  and business innovation in the United States. She also had the privilege of being part of the IVLP,  U.S Prestige leadership in 2019, which focused on entrepreneurship is the engine of  prosperity and sustainability. She has been awarded globally by Technology, ASEAN and also national award of women in technology community by ministry of telecommunications and post.

Prak Chan Thul, Kiripost’s CEO and Editor-in-Chief, is a veteran Cambodian journalist with experience at EFE, Xinhua, and Reuters. A passionate advocate for press freedom, he also trains young journalists, with several of his former students now working at Kiripost.

Athena Foo

Stakeholder Engagement Manager, ICANN

Athena is a Stakeholder Engagement Manager at ICANN, covering ICANN’s relations with stakeholders in Southeast Asia and Japan. Based in Singapore, she works with key stakeholders such as governments, registries and registrars, and members of the technical community, to explore ways in which ICANN can contribute to the improvement of local and regional Internet infrastructure. Prior to joining ICANN, Athena worked for the Singapore Government, covering customs regulations, economic and cyber diplomacy over a span of 7 years. Athena holds a Master’s degree in Public Policy from the Lee Kuan Yew School of Public Policy, and a Bachelor of Arts in Theatre Studies from the National University of Singapore. She speaks English, Mandarin, and conversational Russian.
