Terms of Reference for YIGF 2026 Organizing Committee

Background

The Cambodia Youth Internet Governance Forum (YIGF) serves as a platform convening young people to engage in productive discussions on Internet governance. By fostering policy dialogue and disseminating insights on global digital trends, the forum also aligns with local contexts and contributes to the discourse on technology-related draft laws.

Distinguishing itself from other Internet-related initiatives in Cambodia, the Cambodia YIGF is youth-led, with operational support from Open Development Cambodia (ODC). The forum engaged youth, technological professionals, policymakers, and experts to share knowledge and to develop positive changes in information sharing and Internet safety, and encouraged them to explore their roles in future society. Since 2023, ODC has facilitated the annual Cambodia Youth Internet Governance Forum (YIGF), with this year marking its fourth edition.

Vision: our vision is to empower Cambodian youth by equipping them with Internet-related skills and knowledge, enabling them to protect themselves from potential risks and vulnerabilities associated with the Internet in near future. We strive to create a generation of digitally literate and resilient youth who can navigate the online world safely and confidently.

Mission: our mission is to inform and educate youth on practicality of Internet Governance and the possibilities of how the Internet could become. We also aim to create a platform for youth to actively participate in discussions, advocate for their rights, and contribute to shaping Internet policies that promote the welfare and well-being of Cambodian youth. Through education, awareness, and engagement, we work towards building a safer and more inclusive digital environment for the youth of Cambodia.

Organizing Committee

The Organizing Committee plays a leading role in the Cambodia YIGF 2026, taking primary responsibility for its smooth and effective implementation, representing YIGF across various media and other platforms, initiating debates and workshop ideas, developing programs and agendas for each workshop/debate, leading Cambodia YIGF activities, assisting with logistics arrangements, and inviting youth to participate in the Forum.

The Organizing Committee and its members shall work extensively to develop a branding strategy, make practical input and suggestions, and cooperate with the Advisory Committee to ensure the activities are implemented effectively and timely.

The Organizing Committee shall work as a team to oversee all the Cambodia YIGF programs, from August to November 2026, including debates, workshops, meetings, and other activities, to successfully organize the Cambodia Youth Internet Governance Forum on 31 October and 01 November 2026.

The specific roles and responsibilities for the four Committees are listed in the following sections:

1. Website Committee

  • Collaborate with the team to develop and enhance the user interface (UI) design.
  • Improve the overall user experience by making the website intuitive and user-friendly.
  • Regularly updated information on the website.
  • Manage the technical aspects of the website’s data back-end.
  • Coordinate with other team members and provide updates and reports on website performance and developments.

2. Program and Operation Committee

  • Conduct an online survey regarding to the YIGF program.
  • Draft the concept note and program for YIGF and each workshop/debate.
  • Together with the Advisory Committee, call for inputs to come up with the topic of discussion for each workshop and Forum.
  • Work on agenda setting and speaker coordination.
  • Fundraising and follow up with donors, partners and relevant stakeholders.
  • Work with other organizing teams to organize the workshop and Forum.
  • Conduct interview and assessment of forum.

3. Communications Committee

  • Capture and edit photos and videos for the event with meticulous attention to detail and creativity.
  • Assist in developing related digital content for multiple platforms, such as social media and websites.
  • Assist in producing well-researched content about Internet governance for publication online.
  • Attend brainstorming sessions with other teams to develop communication materials.
  • Produce communication material to promote Cambodia Youth Internet Governance Forum.

4. Administrative Committee

  • Support HR tasks in planning to recruit youth participants for the forum.
  • Manage effective work flow and close communication within Organizing Committee members, and recruited volunteers.
  • Youth participants selection, monitoring and evaluating.
  • Support logistical arrangements and finance for relevant meeting and events prior, during and after the forum.
  • Store and arrange forum related documents.
  • Support the operation, administration, and finance during the program.

Requirements

  • Be 18-35 years old (university students or fresh graduates are encouraged to apply)
  • Experience in organizing events or be willing to learn how to organize one
  • Creative thinking, effective communication, and research skills
  • Strong written and verbal communication skills in both Khmer and English
  • Be flexible, detail-oriented, and proactive
  • Be able to spend at least 4 hours per week on the project
  • Attend regular meetings with the Advisory Committee
  • Be committed to the complete project
